Management Directive 715 (MD-715) is a directive to all federal agencies issued in 2003 by the Equal Employment Opportunity Commission (EEOC) to ensure a diverse and inclusive workforce. It is intended to be a strategic tool to assist agencies in developing action plans to establish and maintain effective affirmative programs for equal employment opportunity.

This report and plan shows how well organization’s programs and planned activities have encouraged and increased equity, diversity, and inclusion, and have prevented discrimination in the areas of recruitment, promotion, and retention of members of a particular race, ethnic, or religious background, gender, or for individuals with disabilities.

Charmin N. Jacobs is a retired Lieutenant Commander who served over 22 years in the United States Navy. As a Medical Service Corp Officer, Charmin built her sterling reputation as a fair and influential Naval Officer and Leader.

Charmin holds a B.S in Human Resource Management from Troy State University and an M. Ed from Old Dominion University. Charmin also an Executive Director with the John Maxwell Team and a certification diversity professional.
 
Today’s leaders are looked upon to master the art of balance. Balancing work, a career (personal and educational development), and home requires determination and strong organizational skills. Charmin is the epitome of that leader. A proponent of physical, mental, and spiritual management, as the CEO of Teachable Learnable Solutions, LLC, and Board Member for Envision Lead Grow, Charmin continues to diligently strive to equip tomorrow’s leaders.
 
Charmin was honored by the National Coalition of 100 Black Women, Prince William County, as the 2018 Courageous Generational Women’s Leadership Award for Community Service. She is also a best selling published author, sharing her story in the book entitled, “Grown Woman S.H.I.T.”
